I know that in clad welding You MUST do at least 3 overlays, otherwise the clad won´t word as it should be. You can use 2 WPS, for this pipe welding. One for ER NiCrMo3 and other to 7018-1. 
According to some codes you will need many corrosion tests to approve the PQR, and for the root and hot pass you´ll need more than 3 overlays too. You will need to do all NDT for the ER NiCrMo3 before start the SC welding...
