(1) In bracket ( as per QW-452.3 ) mentioned reading belongs to NPS  or OD....??? 

Ans: it clearly mentions OD in mm

(2)Does he is qualified to do welding on 3/4 inch. Pipe With above mentioned range...??

Ans: yes he is qualifying for 3/4 NPS because 3/4 NPS OD is 26.7 mm.
