RT-1 is full radiography. And there is a difference between full radiography vs 100% radiography. If 100% radiography is required then you need to provide lip joints for all nozzle to shell junctions which can be radiographed.
Coming to the main question, UT is not required as it's not a mandatory requirement. You need to perform PT/MT for nozzle to shell junctions, Soap bubble test for RF pads.
UT can be performed in lieu of RT on lip joints if 100% RT is a requirement.
