latest revision of ISO 15614-1 [2017] is current.
as per this Table 7, you may refer.
Thickness range of base material qualified is 7.5 - 30 mm when test weld plate is of 15 mm thick.
with 3rd row of table 7, it is clear the range of thickness is 7.5 to 30 mm only.
