it is surprising that this Code Section has no lower thickness limit for UT. However Section I does not allow UT when the thickness is lower than 13 mm (see Table PW-11 note f).

Yes, you can perform UT in lieu of RT, refer to code cases B31 - case184 and 2235-9. Deviation request can cover this requirement.
