It's possible to do acid pickling n passivation.Can you give details about construction code and approved ITP pls

I have weldments joining SS 304L # 17-4PH material. The weldments are subjected to heat treatment.
My customer is of the view that 17-4PH cannot be subjected to pickling and passivation after heat treatment. 
Can anyone provide technical literature as to why SS 17-4PH grade can't be subjected to pickling and passivation?
