Citric acid treatment I have read. It is suitable for 17-4Ph steel. 

If possible sir can you please give some technical aspect as to why 17-4PH can't be pickled and passivated with normal practice.

You may explore the possibilities of pickling by "Citric Acid". Search in google , there are some NASA presentation/s on Citric acid pickling and passivation treatment for various stainless , e.g. 304, 17-4ph &  more.

As this  document is  strictly copyrighted ,I would say circulating them in the forum would not be appropriate, however you may download and read , using the above link.

 

 

This grade of  steel have  less corrosion resistance than 300 series, plus hardness is always more. Conventional HNO3 +HF treatment may make them prone to SCC  and other general corrosion related damages making them vulnerable in service.
