P91 - RT BEFORE AND AFTER BOTH is required as a good eng practice

1- For Pipes/tubes NPS less than 4" diameter, we need to perform NDE with some ratio, basically according code is not mandatory (table PW-11) : Please inform if any other indication about this issue in code.

2- Could us perform NDE (RT : Volumic) before pwht and complete only by (MT: Surfasic) after pwht for P91 and also for others grades according ASME sect I. What's code requirement for NDE/Pwht.
