The criteria depend con the accuracy needed in the process or in the measurement.
For instruments could be a +/- 5% maximum of spam.
For Gauges ,calypers maximum 10℅of the spam.
if your question is how to fix this value or a Guideline for every device.
Common sense .higher than the minor división in the scale of the device ???Forma instance Gauge of 40 bar ,divide in 40 visible divisions marks.The accuracy should be minor than 1 division. 1/40=0,o250 ~~~ 2,5% could be good
