--No.
See an old AWS D1.1 interpretation, I-9/91-10-03, to whit:
“Inquiry 1 – Can one or more welding process be deleted from a qualified welding procedure in accordance with AWS D1.1 Section 5.5, if each of the essential variables for each of the remaining processes is maintained? . . .
Reply 1 – No. . . . “
Note section number will not agree with current edition – this was written before D1.1 was reorganized. However intent is clear.

Subject: [MW:19922] Writing multiple WPSs using single PQR for different processes in AWS D1.1
Hi,
I have a query regarding AWS D1.1, Does it allow to write separate WPS for the processes qualified on PQR for GTAW + FCAW as like ASME Sec IX?
Can you share the clause number too.
While does any of AWS spec gives guidelines for Inconel 625 Weld overlay for structural parts?
With Regards,
Pradip.
