Please refer OISD 129 for HT procedure of above ground tanks. They also provided guideline on water quality. It permits usage of sea water also but with testing on corrosives like pH. You may use dosing chemicals in sea water.
API 650 prohibits storage of water for more than 14 days in contact with metal except biocides are added.
API 650 - 7.3.6.3 Specifying the test water quality. Potable water is preferred for hydro-testing. This does not preclude the use of
condensate, reverse osmosis water, well water, river water, or sea water. The Purchaser shall consider issues
such as low temperature brittle fracture, freeze damage, amount of suspended solids, sanitation issues, animal/
plant incubation and/or growth, acidity, general corrosion, pitting, protecting against cathodic cells,
microbiologically-induced corrosion, material dependent sensitivity to trace chemical attack, disposal, rinsing,
condensate, reverse osmosis water, well water, river water, or sea water. The Purchaser shall consider issues
