Hi Mr. Alam, 
If he is qualified with 2 " all GTAW only and didnt use this process for 6 months. Then the qualification is expired. But if within 6 months he use the process even on fillet welds only, then the qualification is still valid. But if he weld fillet welds using other process even the same welder, qualification still expired.
You have to come out with evidence like rt report or visual insp. report.
