It is not a Code requirement to PWHT the fillet weld between P91 pad and CS support since the pad is not a pressure part.
However I would suggest that you do a PWHT to this weld, especially if you have a corrosive environment.
You could propose a monitoring plan for those welds, but it will be difficult to implement it since I suppose that this line will be insulated.
You may save a lot of trouble in the future if you do a PWHT for this fillet weld.
