Hello Abhisekh Rai,
As explained by the other members , Buttering Grade-91(with Inconel -82/182) , performing PWHT , and thereafter welding SS304 would be the way to go. The welds between P-91 and SS 304 should subjected to PWHT as the last resort.
If there're many such dissimilar weld joints and PWHT is the only solution then the attached welding consumable could be a good option.(Note I'm not selling this product, acceptance is subject to vendor's interpretation).
This product was developed by EPRI & Metrode, see the detail in the attached documents. The only problem is it lacks AWS classification.

the thickness of P91 material is 21 mm and for SS304 material is 12 mm. This is the fillet joint for support as running pipe is of P91 material and support pad is of SS304 H.
Please advise for PWHT & WPS .
