[MW:19097] cracks in acroalloy tooth during welding

Dear Experts,
Acroalloy (C-.22-.27, Cr 1.5, Mo 1, Ni 3.5%) And hardness 340-460 BHN.
electrode used-E71T1 with CO2 shielding
Preheat 300 degree C
interpass temp. 175 degree c.
During welding of above acroalloy tooth with mild steel shell a crack was found on the surface of tooth even using proper preheating parameter. we didn't use proper PWHT for the joint. in some of the tooth a longitudinal crack was observed. kindly suggest me the reason for the crack. Is it PWHT or something else.

E71T-1C  is Charpy Impact tested at -20degC E71T-1CJ is Charpy impact tested at -40degC. AWS Classification for FCAW is only a supplementary...
