Dear Vinit , penetration percentage is the is Penetration depth  expressed as a percentage of the Minimum plate thickness for its image you may prepare samples of cross section and prepare them as metallurgical samples then have their images and calculate the ratios of the penetration percantage , ex. 3mm penetration and the thinner plate is 60mm then you have the %5
