I have been in the powerplant piping industry where the PWHT will be done on the A335 P91 welds together with the gamma plugs after RT acceptance. This practise is accepted as grain refinement will occur in a homogeneous way and we dont have to subject the same material to PWHT time again and again. If you are worried about deformation, then that is entirely different story.
