Your case PWHT is service requirement.
I think you can see a good difference in hardeness in Weld and HAZ area.
If you are going for destructive testing, you will find the difference in Impact properties ass well as CTOD testing.

A vessel is being fabricated as per ASME SECTION VIII DIV 1.
 
a vessel requires PWHT becuase of the Service requirment.
 
Shell plate material is  SA537 CL1 - 36 mm thickness. maaterial is in NORAMALIZED Condition.
 
MTC is not highlighitng any PWHT( STRESS RELIEVING)  done for  the test coupons before conducting Mechanical testing.
 
My Question is  -  as vessel requires PWHT , how we will confirm the effect of PWHT on mechanical proerties for the base material without conducting PWHT on the test coupon of the shell plate before conducting Mechanical test.
 
Please give code reference.
