I totally agree with regard to Vessel if fabricated in accordance to ASME Section VIII, Div 1.
Here the Mixer should have been fabricated as per ASME B31.3 because the Data sheet refer to Calculation part as ASME SEC VIII, Div 1 and fabrication as per Piping Class...
 
Client now got convienced and request the Data sheet to revise to show Calculation as ASME B 31.3 and "LETHAL" Service can be avoided.
 
Query: Can we have only the calculation as per ASME Sec VIII Div 1 and all fabrication, Inspection and other requirements as per ASME B 31.3? Whether this is a Acceptable Practice.

Refer U-1(d). from the interpretation of the clause; any vessel/part can be designed to ASME Sec VIII and still can be stamped. This requirement is generally dictated by Client. It is the Client responsibility to dictate the service requirements. Here client has specified you the service as "Lethal" (refer U-2)

 

Refer UW-2 Service restrictions (excerpt)

…. If determined as lethal, the user and / or his designated agent [see U-2(a)] shall so advise the designer and / or manufacturer. It shall be the responsibility of the manufacturer to comply with the applicable Code provisions (see UCI-2 and UCD-2)

The design Calculations derived from UG and as well as applicable UW for design calculations such as applicable joint type, Joint efficiency, requirement of NDT based on joint efficiency. (refer UG-16)

My Conclusion

The owner might have selected Category M fluid design requirements here, but specifically he selected ASME Sec VIII, Div.1 for the valid reasons he may have.

Moreover, the term "Lethal" is not addressed any where in the B 31.3 Code but it is very well addressed in ASME Sec VIII. So, the client very much aware of his design and related construction requirements. So as per my preseceptive, the item requires PWHT.

Dear Experts,

 

We have a Piping Component(Thickness 9.5mm), named MIXER(Sour Service & Lethal) which is coming in line with Pipeline.

 

1. The Data Sheet of this Mixer refers to Calculation part as per ASME Sec VIII, Div 1 , 2010 Ed.

2. The fabrication, inspection, testing refers to ASME B 31.3.

 

Query: Client is requesting to do Post Weld Heat Treatment for all the Weld joints as service is Lethal(UW-2 of ASME Sec VIII, Div 1 ).

 

We tried to convince Client stating that this requirement of PWHT is not required as per ASME B 31.3 as this is not a Pressure Component(U-1(c)(2)(e), ASME Sec VIII, Div 1) and moreover, only the Calculation part of MIXER has been considered in accordance to ASME Sec VIII, Div 1.

Client still insisit for PWHT of all related weld joints as the Process stream of this mixer has been considered "LETHAL", hence it is applicable to MIXER too. The MIXER is completed, painted and recieved at our end from Supplier without PWHT.

 

Please provide your technical support to justify the Query and what further appropriate action can be considered.
