Hi,
NDE Level I/II shall be qualified by the qualified Level-III person (Inhouse or External Training Institute) with the written paractice as per ASNT-SNT-TC1A. Normally most of them are certified by the Training institue with Level-III persons.

For NDE Personnel Qualification As per ASME B31.3 is it Mandatory to
Certify the NDE Personnel by Employer as per SNTC-SNTC-1A or Who are
qualified in NDE Level - II in the method from external Levle - III
will be sufficient.
