I assume you are in BHEL, I have visited BHEL before and I love what they do there, good company.
Anyway, this alloy has to be treated with care because almost half of copper amount is still dissolved in the matrix.
Since in these applications we always deal with high thicknesses, during welding this copper will precipitate and cause increase in hardness and decrease in toughness.
Your spec asks for that because they know that whole welding will take time and during this time cracks may appear or so...
So it is always better to not leave the weldments wait...!!!
Carry out ISR at your own engineering judgement or acc to your specification whichever seems to be more effective.
You may have to plan so that no weldment remains un-heat treated..
