Regarding base metal thickness, the welder is not restricted as to how thick the base metal is.  He is only restricted as to the thickness of deposit he can make.  This is addressed in Intrepretation IX-77-19

 

Deposited weld thickness qualified is given in QW-452.1(b).

 

It is takes a  little to get there, but ultimately, for welders:   

·         Pipe diameter limits are given in QW-452.3 for performance qualification test on pipe

·         And per QW-461.9 for performance qualification test on plate
