Please refer to AWS D1.1 Edition 2008 clause 4 requalification,table 4.12 can answer your query. one of the Essential variable which require for requalification is when the welder qualifies in one F number and he welds with greater F number than the previous one. But in your case,the welder already qualified using 7018 electrode with higher F number(F4) and he can weld using 6013 electrode with lower F number(F2) requires no seperate qualification.
