Sorry did mention that , its ASME V Section I, Steam Generator Tubes Turn, I’m aware of test requirements Like mention below.
Its welding P4& P5 and 410 Material to A-106, as per ASME, 2 ¼ cr PWHT is Optional but for 9 Cr is mandatory , What about welding 106 with 2 ¼ or 9 Cr with TIG root and E7018 cover pass and only carryout preheating to 300 F and eliminate PWHT.

CS A-106-B and 13 Cr
CS A-106-B and 9CR
