I have some conflicts. Normally we have to use higher grade material consumables to meet the tensile strength of higher gr material. If we use 70 series. Does it meet the required TS for 2 1/4 Cr?

If code of construction as per ASME B31.3/ ASME Sec. VIII Div. 1, there is exemption for PWHT upto 13mm for material 2 ¼ Cr-1Mo materials. However, for materials 9Cr-1Mo, no exemption for PWHT.
For welding of A106 to 2 ¼ Cr-1Mo (without PWHT), as you mentioned you can use ER70S-2/3 and E7018 with following precautions since hardness may not meet the requirements without PWHT.
- Follow temper bead weld technique (carryout buttering of 3-5mm on 2 ¼ Cr-1Mo side and welding between buttered layer to A106) as suggested in QW-462.12 of ASME Sec. IX.
- Increased preheat of around 200-250 Deg. C
- Post heating of at 300 Deg. C for ½ hour
For welding of A106 to 9Cr-1Mo, PWHT is mandatory for 9Cr-1Mo materials for all thicknesses. You can use ER70S-2/ E7018 or ER80S-B8L/E8018-B8L, however after welding PWHT shall be carried out.
Alternative you can avoid PWHT on 9Cr-1Mo side provided buttering with E7018 and PWHT shall be completed. Final welding between A106 to 9Cr-1Mo with ER70-S2/ E7018 with temper bead technique.

Sorry did mention that , its ASME V Section I, Steam Generator Tubes Turn, I'm aware of test requirements Like mention below.
Its welding P4& P5 and 410 Material to A-106, as per ASME, 2 ¼ cr PWHT is Optional but for 9 Cr is mandatory , What about welding 106 with 2 ¼ or 9 Cr with TIG root and E7018 cover pass and only carryout preheating to 300 F and eliminate PWHT.
