[MW:5768] weldability factor

1-how can assessed embrittlement from shearing of a surface when the welding is carried out on it?
2- please explain the attached text, can bring one practical case?
3-why Tacking shall be carried out inside the bevel all over the weld root: tacking shall never be done outside bevel.
