You can not avoid the Tie-in joint in this case, RT is enough in lie of HT. sitll If u woried abt the integirity of the Tie-in joint u can increase the NDT tests usually ceint will ask for like 100% PT on Bevel edges, 100% Fitup inspection, PT after Root & hot passes, Final capping and RT.

The big problem is there are no isolation point so hydrotest can't be performed on it. When I refer to API 570, clause 8.2.6 stated that when a pressure test is not necessary or practical, NDE shall be utilized in lieu of a pressure test.
