Please see below the recommendations from Metrode. As per API RP-582 or API TR-938C  the options are Duplex 2209 or Austenitic 309L/309LMo. Both types of  welding consumables would be good for procedure qualification.
You need to find out from your client " what's the specific ,so called bitter experience". If used properly both types of consumables are welder friendly.

What is the end applcation of this joint ? What are the operating conditions ? What is the thickness of the parts to be joined ?
 
API 582 surely allows use of Austentic welding elctrodes of welding of dissimilar metals ( pno. 1 ) with Duplex mateiral. However, it also refers API 938 C for welding of duplex steel.
 
Client's bitter experience has to be quantified through their requirements, as part of project specification.  It is also be noted that bitter experience may not be due to austentic welding electrode. 
 
As per API 938 C , welding consumable for DSS to CS to be selected carefully, which preserves low carbon of DSS and required phase balance that assures mechically tough weld for intended application.
Yes, duplex is ideal candidate for this application. However, Austenitic electrodes had also given satisfactory results. ( clause no. 7. 2 of API 938 C )
 
Personnely, i feel the following may be done to prove your case to client.
 
1.0 The qualified procedure shall meet all the requirements of project welding specifications.
2.0  The hardness values, phase distribution and micro structure etc. shall be as per required proejct welding specifications.
3.0 Make sure absence of inter metallic phase, if post weld heat treated.
