[MW:7445] ASME sec 9 (QW 452 & 351) doubt

Dear all,
               I came across the interpretation of Sec 9 issued by ASME on year 1988. The question was

            A performance qualification groove weld test coupon has been successfully made by a welder on a  ¾ " thick test coupon using transverse bend tests in accordance with QW-452. The test weld was made with one process, utilizing filler metals of two different F-numbers. Is the deposited weld metal thickness qualified, for each of the F-number filler metals used in qualification, "max . to be welded". (Interpretation: IX-89-02  issued date OCT 6, 1988)

The answer given by the committee is YES .

Anybody agreeing with this answer?If yes please give the relevant statements in ASME sec 9 supporting that. 

Is this answer true if interpretation is as per ASME sec 9 2007 Ed ?
