RE: [MW:5038] Pipe or Plate PQR ?

Yes you can use plate PQR for qualification a pipe WPS as per ASME sect IX provided applicable P number, Group number is within limit.
As per QW 451 table no restriction for pipe diameter
 However there is restriction for pipe diameter PQR for certain consrtuction code i.e  API 1104
