Hello,

You would almost certainly have to go Charpy impact  test for 32.88mm thickness and MDMT 5 Centigrade.

It is per UCS 66 (a) ASME Section VIII, Div. 1. Combining thickness, temperature and materials (SA 516 Gr 60 / SA 516 Gr.70), you would be slightly below curve B of Fig. UCS 66 M.

This, for the WPS with this combination of base materials.

 

Anyway, recheck the final thickness. And compare with the data given by the Curve.

 

It is also possible that my assessment is wrong. It's a matter of reading what the experts have already told you.

Look at this curve and the exemption clauses for more clarifications. If this curve exempts BM/thickness from impact test , then weld/HAZ should be exempted from impact also.
