[MW:31278] How to Calulate thickness range of branch connection for welding clearance

Dear experts,
Please see the joint as below,

Here 4"x STD pipe welded with Nozzle #AY,CL150 4"x1" ( branch side thickness is 14 mm)

In as per project WPS,GTAW thickness range 12 mm Max and welder qualified range is 11.08 mm Max.
So in this branch ,how we can calculate thickness range (Like Governing thickness for PWHT) which accept or reject as per project requirement & B31.3 .
