We can't decide this,  Piping  Design / Process Engineering team decides the percentage requirement of RT and indicated the requirements in the piping line list.

Percentage of radiography is normally mentioned in the NDT requirements of Client/Welding and NDT Specification.

Also, you can refer project (PMS) Piping material specification / Piping line list / Isometric Drawing.

The requirements are mentioned in the approved line list is the final and follow the same.
