What's the design code ? ASME Sec VIII , DIV-1 or ASME B-31.3. Looking at the text below, it sounds Sec VIII, DIV-1 is the design code.
Look at this curve and the exemption clauses for more clarifications. If this curve exempts BM/thickness from impact test , then weld/HAZ should be exempted from impact also.
