The minimum% NDT is governed by the applicable fluid service per ASME B31.3 Chapter VI.
The client can also request less stringent requirements, based on their own criteria and interests, this is totally valid, in the vast majority of countries the Code does not have legal implications, these criteria can be described in contracts, I mention it, since I am in a paper mill project, where most of the pipes carry water or water with pulp and therefore the interested company only requires 20% RT in the welded joints of the pipe systems. In other words, only some parts of the Code apply, it is only a reference, it is not mandatory in all its sections or parts.
