Hi ,

Which version of B31.3 code you're following , 2018 or older?. You may still avoid PWHT, if the design code is of 2018 edition. See the exemption clauses from B31.3 -2018 as highlighted.

Note: If PWHT is mandated by design or process condition, e.g. sour service or other conditions, PWHT is mandatory irrespective of thickness. The  designer has to specify that in the drawing.

All appropriate clauses are highlighted for better understanding. Hope this would help you.

This clause is applicable when Notch toughness tesing is specified.

Please Refer  ASME Sec IX clause No. 251.2- Essential variables are those in which a change, as described in the specific
variables, is considered to affect the mechanical proper�ties of the weldment, and shall require requalification of the WPS.
Supplementary essential variables are required for me�tals for which other Sections specify toughness tests and are in addition to the essential variables for each welding
process.

Please check the MDMT / PMS /piping class / data sheet, then decide the notch toughness requirement.

Note: PSL2 is notch toughness tested material and confirm with the mill test certificate.

Hello,

You would almost certainly have to go Charpy impact  test for 32.88mm thickness and MDMT 5 Centigrade.

It is per UCS 66 (a) ASME Section VIII, Div. 1. Combining thickness, temperature and materials (SA 516 Gr 60 / SA 516 Gr.70), you would be slightly below curve B of Fig. UCS 66 M.

This, for the WPS with this combination of base materials.

 

Anyway, recheck the final thickness. And compare with the data given by the Curve.

 

It is also possible that my assessment is wrong. It's a matter of reading what the experts have already told you.
