I agree with you. 

Please go through the below condition. 
Ug is 0. 2mm

Suppose the actual defect size is 2mm. Then in the radiography films it will show as 2.4mm.

If the upperlimit for that defect as per governing code is 2mm,  will you accept this defect or not?

If the Ug is less, the same defect can be accepted and if Ug is more, the same defect will get rejected.
