There are two different thinks.
The purpose of normalising is the grain refinement of carbon steel. 
The purpose of solution annealing is to block the austenite in stainless steel, since the austenite is an out of equilibrium phase. 
The carbon steel had to be normalized (heating at 900deg and cooling in still air) before the bonding of the cladding. 
The cladding has to be solution annealed (heating at 1050 deg and quenching) before the bonding.
If the cladding is going to be done by welding just make sure that carbon steel is normalized

Pardon me to entering the forum.

I have some problem with cladding material for sour service application.

According to NACE MR0175/ISO 15156, in table A.2 for Austenitic Stainless Steel shall be in solution annealed and quenched, or annealed and thermally stabilized heat treatment condition.

Project will use SA-516 Gr.70N with 304L and 316L cladding.

The problem is, the Mill cannot doing the solution annealing or other proprietary heat treatment individually for the clad material to comply this requirement. They can only doing the hot roll bonding and followed by Normalizing heat treatment after bonding.

May somebody here can help me to explain or advice for some reference that show if the Normalizing after bonding can be as the substitution of annealing process to provide same result for the required condition such as corrosion resistance for sour environment.
