As per ASME SEC IX QW-350 WELDING VARIABLES FOR WELDERS, most of welding processes 'P' number and 'F' number is essential variable. regardless of other essential variables. There will be a difference in above-mentioned variables for Duplex and S.S. So required Separate qualification.

Considering ASME  SEC.IX as reference code and welding process as GTAW & SMAW, the answer is YES you can use welder qualified in SS (P No.8) for production welding of DSS (P No.10H) because
1) base metal qualification range is P‐No. 1 through P‐No. 15F, P‐No. 34, and P‐No. 41 through P‐No. 49 (Refer QW-403.18 and QW-423)
2) All F No.6 is qualified for GTAW and all F No.5 is qualified for SMAW (Refer QW-404.15 and QW-433)

Also welder need to meet all essential variables of Table QW-353 for SMAW and QW-356 for GTAW.
