You have to verify following check points to be addressed in MTC:

Specification with year of edition,

Size & Grade

Material & Manufacture Process

Heat Treatment condition

Chemical Composition

Mechanical Properties

Tensile Requirements

Mechanical Test

Specimen size for Impact test

Impact Test Results

Hydrostatic Test

Visual Imperfections

Product Marking verification

Lengths & Thickness

Ends for pipes.

Test Specimen

NDE Requirements

Certified Report (3.1 or 3.2) if 3.2 joint declaration by manufacturer and purchaser or appointed TPI.

Finish for Sheet/Strip/Plate.

Hardness Test results

Apart from these you have to refer sec.II for specified materials accordingly.
