Dear Ramesh I dont think it's because of code requirement. I believe that it would be because of smaw's disadvantage of having slag on either side of weldment once a root pass is being made, and cleaning of slag is impossible on the ID weldment if the diameter is small or inaccessible. on the otherhand gtaw dont have slag and the client may think of gtaw's advantages over smaw's disadvantages.
