[MW:15825] PWHT -9%Cr-1%Mo/V materials

Dear All,
 
I strongly desire to know why do we have to execute post weld heat treatment in 9%Cr-1%Mo/V alloys in more than one cicle to simulate repair when we are qualifying welding procedure specification?
 
Why not only do just one cicle after all the permissible repairs have been done?
