Dear Paul,
in your case  your welder can weld'' OD pipe because as per code of ASME
1. QW-452.1(b) , for any thickness qualification range is 2T.
if your coupon is 13 mm or over and welder welded that coupon in more than three layers than he can weld unlimited under respective WPS.
2.as per QW-452.3 for pipe over 73 mm oD he can weld from 73 mm to unlimited  so if you qualified at 3.5 " he can weld from 73 mm OD to unlimited.
3.for qualification purposes 150 mm of weld length shall be volumetric ally tested as a minimum but note that this criteria is only for plate , if you are going to qualify on pipe full length of that diameter of pipe shall be volumetrically tested .
4. now regarding you ND doubt. after successful qualification of your welded the percentage of radiography is decide by the respective code of construction as per Joint category selection .
that will nothing to do with 10% , 20% or any percentage criteria.
