Normally, almost code did not mention about min thickness limit.
But so far, you can refer AWS D 1.1, 6-Part F: "For thicknesses less than
5/16 in. [8 mm] or greater than 8 in. [200 mm], testing
shall be performed in conformance with Annex S", you can refer Annex S in special case. So, in normal case, min thickness is 8mm.
Or other code you can refer: EN1712 (EN 11666) limits the checks welds to 8mm; EN 10160 limits to 6 mm the plates control; ISO 12094 go down to 4 mm
