[MW:14626] Permissible variation in the yield strength

Dear Experts,
 
We have a report of different yield strength values for the same material (one material is divided into different specimens) and the variation observed is about 5%. But the difference in Tensile strength of the same material is within 1%.
What is the permissible variation in yield strength of a material (say for example: Mild steel grade AISI 15XX), Code or standard reference , if any and what is the reason.
