Dear Vikas,
If project specification is asking for ASTM A516 Gr. 70 and there are no supplement requirements for materials chemical analyses and material certificate shows mechanical properties in line of the specification than there is no reason for rejecting the material.
I would suggest let your customer explain in written why he exactly is not accepting the material. If the representative of your customer is a sales representative than this explains why because he really doesn’t know where he is talking about. Specification is only giving maximum values because above this maximum you may expect problems during welding, as you already mention your CE is acceptable so let him give a proper explanation in written which you can discuss, when necessary you also could contact the manufacturer of the steel plate to support you in this issue.

In a vessel we used SA 516 Gr. 70 Plate for Dished ends (12 Thk).
Chemical Analysis (Lab Tested) of Plate (values) observed are,
Chromium (0.018 Req. 0.34 max) ,
Nickel (0.021 Req. 0.43 max),
Molybdenum (0.008 Req. 0.13 max),
Copper (0.013 Req. 0.43 max).
Vanadium ( Nil
Niobium ( Nil
Titanium ( Nil
Our customer is not accepting the material Since the above elements are much lesser than the specified.
We explained 1) since as per spec.only maximum values are specified it is acceptable.
2) CE is within limit.
But he is not accepting the same.
What to do ? Please, help me.
