No, The qualified thickness range will be 5mm to 30mm (If impact test is not required).
 
If you want to weld a 3mm thk, you have to qualify @ thk of less than or equal to 10mm.

According ASME sect IX, table QW-451.1, the Qualified Thickness "T" of base metal qualified will be 1.5 mm to 30 mm and the deposit weld thikness GTAW will be 12 mm max "2xt".
 Means if i have to weld pipe thick 3 mm i can't use this PQR, i'm right ?
