I think you are refering to UG-99 - K, but you have not mentioned whether you want to coat before Hydro test. Only herein ASME VIII speaks about Painting, otherewise i do not think it speaks about painting anywhere else.
 
Ok, if you argue that code allows to paint or coat the vessel before hydrotest. The client or  client inspector or any inspector can also argue that the same paragraph cautions that the such paint or coat may mask the leak which otherwise would have been detected during hydrotest.
 
In my opinion, TSA is not advisable before hydrotest, because it may act as a mask to leaks.
 
If you are QC inspector, please do not allow it.
