[MW:10832] linear indication in HAZ area in base metal of a cladded plate

Dear all,

 Greetings.

 During review of RT films for a welded joint, linear indication of length 12 mm was observed in HAZ area in Base Metal.  

As the defect was observed in base metal, UT was performed. UT shows 8mm length of indication. UT was carried out by TR Probe. If we perform UT by normal probe no indication is detected.

UT is showing the depth of indication at junction of CS and SS (may be this is disbonding).  UT for the plates was performed at the mill manufacturer as per SA 578 LEVEL B and it was acceptable.

Material is clad plate of thickness 20 mm (17 mm SA516 GR 70 + 3mm SS 316L).

Construction code is – ASME SEC VIII DIV1

Please inform whether any disbonding is acceptable as per code.

Please suggest whether above indication can be accepted on what basis. Please give code reference.
