I have checked the document in the below url 

and highlighted the requirements. Not stated about taking 3.1 exam for 3.2
Correct me if I'm wrong.

You can take CSWIP 3.2 directly provided you have sufficient experience as stipulated and also you have to sit down for both seminar & exam of 3.1 and 3.2. When evaluation if you have to pass 3.1 then only they will evaluate your 3.2 answer sheet.

No , You cant go for directly CSWIP 3.2 ...
